Our Milestones

2007

GNC was conceived and convened as a cybersecurity advocacy organization and applied for statutory registration under Corporate Affairs Commission as a limited by Guarantee (Ltd/Gte, i.e., as a non-governmental organization with a board of directors.

GNC, a non-profit organization, was officially inaugurated on 10th April 2008 at the Transcorp Hilton Hotel, Abuja, Nigeria, with government, civil society organizations, and the private sector well represented. The Attorney General of the Federation and Minister of Justice was the special guest of honour, and Mr. Chris Uwaje delivered an inaugural lecture.

The pioneered GNC board and management were inaugurated at the same event after successful incorporation as a non-governmental organization with the mandate to create awareness, advocate and promote cybersecurity and related emerging technology programs, facilitate cyberspace governance, and offer counter-measures in Nigeria.

GNC immediately commenced 1st phase of its work on advocacy visits to numerous government institutions, including the Presidency, National Assembly, Ministries of Youth Development, Science & tech, National Judicial Institute, National Press Center Office of the National Security Adviser, National Information Technology Development Agency, Nigeria Communications Commission, US government mission in Abuja, Diplomatic communities, US mission pre-CTO captains of industries event, Ministry of information and Communication, and numerous media houses campaign. The advocacy is focused on institutional awareness of cybercrime and cybersecurity initiatives.

2008

In August 2008, GNC convened the 1st International Conference on Cybercrime and Cybersecurity in Nigeria – with the theme- "National Digital Security: Engaging the Challenges of Digital Criminality, & the Future of Nigeria"- The Role of Federal Government of Nigeria.

The conference was successfully hosted at NICON Luxury Hotel with the active participation of the federal government through collaboration with its Federal Ministry of Justice, National Information Technology Development Agency (NITDA), Nigerian Communication Commission (NCC), Ghana-Indian Koffi Annan Centre of ICT Excellence and stakeholders across the ECOWAS countries.

GNC pushed for a Legislative Advocacy on Cybercrime Law and National Cybersecurity Policy to the Office of National Security Adviser and submitted a special memorandum on the proposed Nigerian Cybersecurity and Information Agency bill during the national legislative public hearing in 2009.

National IT Champion conferred on the GNC by the Information technology Association of Nigeria (ITAN) in collaboration with the World Information Technology Service Alliance (WITSA) at the 1st World Conference on Information Technology tagged as ADIPENG, which took place at Hilton Hotel Abuja 2009.

2010

GNC signed a technical partnership with International Multi-lateral Partnership Against Cyberthreat (IMPACT). The collaboration led to the enhancement of GNC capacity in delivering capacity building and knowledge diffusion in the country. This effort was made possible by IMPACT-SANS scholarship for 7 GNC nominated members trained on Global Information Security Certification conducted by SANS Institute in the USA in collaboration with IMPACT-Malaysia in 2010.

GNC facilitated the development of Nigeria Force Headquarters – Nigeria Police Cybercrime Response Team (NIPOCERT) in 2010, approved by the Inspector General of Police and the Hon. Minister of Police Affairs.

GNC launched the Nigerian Child Online Protection Initiative and proposed developing and implementing the Nigerian Child Online Protection (NICOP) initiative adopted by Nigerian Communication Commission (NCC).

GNC was appointed as a member of the Technical Working Group on Nigerian Child Online Protection in 2011-2013, acting in a Vice Chairmain capacity. In addition, GNC developed the draft ICT industry policy framework component of the Nigeria COP policy, which was adopted and launched in 2012 by the Vice Executive Chairman Nigeria Communication Commission, and in 2013 by the Jonathan Goodluck administration through the office of the 1st lady, Nigeria.

GNC Co-founded and commenced the implementation of the Nigeria Internet Governance Initiative in strategic collaboration with Nigeria Internet Registration Association (NIRA)

2012

Learning from the success of the Nigerian Child Online Policy Initiative, the then President of the Nigerian Internet Registration Association (NIRA), Mrs. Mary Uduma, invited GNC to co-facilitate Nigeria's renewed Internet governance process.

Under this strategic collaboration, NIRA and GNC provided and implemented the strategy for building and managing the process from 2012 to 2019 and working with other members of the Local Multi stakeholders Advisory Group of the NIGF.

The outcome of the GNC 2008 conference, with sustained advocacy awareness programs, and consultations with the Office of National Security Adviser (ONSA) Presidency, Nigeria, Federal government finally yielded the development of the 1st National Cybersecurity Policy and Strategy in 2013

2013

The Office of National Security Adviser invited GNC to a series of stakeholder consultations with the submission of GNC draft input and recommendations adopted into the provisions of the final policy and strategy document on the National Cybersecurity Programme.

GNC contributed to the leading development and hosting of the 1st National Cybersecurity Forum held in Lagos by the Office of National Cybersecurity Adviser for private sectors, Telecom leaders, and other key stakeholders.

Under the affiliation of the African ICT Alliance (AfICTA) The GNC President was appointed by the Secretary General of the United Nations to the membership of Multi-stakeholders Advisory Group of the Global Internet Governance Forum in Geneva. (www.intgovforum.org).

Passage of Cybercrime Bill into Law & Launched of New National Security Documents, including National Cybersecurity Policy & Strategy 2015.

In February 2015, President Goodluck Jonathan's administration launched the new National Security documents at the hollow Chamber of the Presidential Villa, Aso Rock. The documents included the following: National Security Strategy, National Counter-terrorism Strategy, and National Cybersecurity Policy & Strategy.

The Presidency invited the President of GNC, Mr. Olusegun H. Olugbile, to grace the occasion at the Aso Rock Presidential Villa, with Government officials, State Governors, Heads of Ministries, Agencies, and Departments present.

The GNC President Segun Olugbile is honored with outstanding contributions to Cybersecurity Policy & Strategy Development and an excellent award by the Office of the National Security Adviser (ONSA).

The Presidency appointed GNC to the National Cybercrime Advisory Council, the first NGO to achieve that feat in Nigeria -(www.cert.gov.ng). GNC developed and submitted the following successful and approved memos to the Council:

The Council implements National Cybersecurity Strategy and National Cybercrime Prohibition Act 2015.

The 4th annual NIGF held with GNC playing a leading role as co-organizers moderating the event to achieve its goals.

African Union (AU) appointed GNC to the AU-Multi-stakeholders Advisory Group, where the President delivered a leading paper on the "Role of Internet Governance in Sustainable Development Goals" in Durban, South Africa 2016.

GNC President Segun Olugbile delivered a farewell speech at the global IGF closing session after serving for 3years (2014-2017) as a member UN Internet governance multi-stakeholders advisory group in Geneva.

He co-chaired United Nations Cybersecurity Best Practice Forum in Geneva. GNC President Segun Olugbile co-led the UN best practices, sessions, and technical expertise forum for more than 65 countries, comprising a panel of CERTs and information security advisors. Becoming the 1st from Africa to propose, facilitate and coordinate UN-IGF Main Session on Cybersecurity- Empowering Global Cooperation on Cybersecurity for Sustainable Development & Peace with over 150 countries participation, Geneva, 2017 As a pioneer member of AU IGF MAG, the President of GNC, and a resource person, he delivered a leading paper on Internet Governance for SGDS in Africa.

African Union Internet Governance Forum at Durban, South Africa - GNC served as an AU-IGF member that co-developed an IGF Charter for African Union currently being used. In the West African region, GNC contributed a strategic framework for the reformation of West Africa IGF in 2016 as a member of West Africa IGF MAG and served as a resource for regional cybersecurity policy initiatives and Internet Governance for development.

GNC Partnership with Nasarawa State University
2017

GNC is working on the 3rdnd phase of its advocacy in line with its mandate, which is focusing on facilitating building capacity, research, and development capability in cybersecurity and cyberspace governance. This phase is facilitated through a strategic partnership with relevant institutions. GNC re-launched its Center for Cybersecurity & Internet Governance (CCIG) and partnered with Universities in Nigeria and West Africa Region to deliver this initiative.

GNC facilitated the training of over 600 staff of the Nigeria Communications Commission through a partnership with the Center for Cyberspace Studies- Nasarawa State University on Cybersecurity. This effort culminated in a strategic partnership with the Center for Cyberspace Studies at Nasarawa State University.

As a Cybercrime Advisory Group member, GNC worked with the Senate Expert Group on Cybercrime and Data Protection to co-facilitate the Council of Europe and the Federal Ministry of Justice's in-house legislative draft bill on Nigeria Data Protection and Privacy held in Transcorp Calabar. The effort led to the development of the National Data Protection and Privacy Bill 2018, which the National Assembly passed

In recognition of this role, the Senate Committee on Cybercrime and Communication and Chairman of the Senate Expert Group on Cybercrime and Data Protection honored Mr. Segun Olugbile, the President of GNC, with others, including Chief Toyin Oloniteru, a GNC board member.

GNC Partnership with the Center for Cyberspace Studies- Nasarawa State University commenced advocacy on Data protection and privacy. Mr. Segun Olugbile presented a certificate of participation to Prof Nicholas, the Dean of the School of Information and Communication Technology, Federal University of Technology, Minna in Nigeria, and supported by the co-director Chief Toyin Oloniteru at the Nasarawa state university. 2019

GNC was reappointed by the Presidency into the National Cybercrime Advisory Council 2020-2025. In addition, the President of GNC got nominated into the Presidential Committee on the Review of National Cybersecurity Policy and Strategy2014-2020 and the development of a new National Cybersecurity Policy and Strategy 2021-2025. The GNC President is again honored with outstanding contributions and recognition award by the ONSA.

2020

GNC and the Federal University of Technology Minna established and signed a technical partnership to set up International Center for Emerging Technology (ICET) in 2020.

2020

8th National Council on Communication and Digital Economy 2020 approved ICET Memo No .70, designating ICET as the National Center of Excellence on Emerging Technology for Development and Productivity. In addition, ICET partnered with the NITDA National Centre for AI Center and Robotics in 2021 on Emerging Technology Research and Development.

The Financial Institutions Training Center appoints the President of GNC as its adviser and resource person on its FITC/NIBSS 2021 Think Novation Conference on Cybersecurity.

FITC, established by the Bankers' Committee and Central Bank of Nigeria, provides capacity building for all banks in Nigeria.

Deepening and Structuring Cyber-related Cooperation Between The G7 and ECOWAS Member States at the German Federal Foreign Office in Bonn, Germany

The German government invited GNC represented by its President Segun Olugbile, in March 2022 to participate in the session titled – "Data Sovereignty and personal data protection regulations in ECOWAS region." Being the only recognized voice from the private sector of West Africa at the session.
